Some can be rather useful and you will also get level 20 booster which can be used to level up an alt (which can still progress through story incl Personal Story without any real impact). Levelling routine : I usually try to get every hero point on every zone, from low level zones to higher level zones, depending on my character level. Doing some hearts or events when I come by some, gathering wood, plants or metal when I have gathering tools and walk past some nodes.
When you have a booster, you will only get the points for the core. If you where leveling when doing so they only fill up the points until the core skils are unlocked. If you used the lvl boost on a lvl 80 you get no points because at lvl 80 you have enough to open up your core skills. With expansions you need 250 heropoints for each elite spec.
Also note, using a level 80 boost lets you play around with the class at level 80 in the Silverwastes (A normal level 80 zone featured in Living World Season 2) before you commit and consume the item. So you can play around with having all skills and specs (Minus Elites) on the classes before you make your decision. As far as leveling up goes
While I enjoy the changes done to how you progress in HoT and how it encourages exploration is also very annoying that many of the hero points are unaccessible because of mastery points and I feel like mastery experience is super slow to get, what I mean is all of those areas that requiere you to unlock a mastery to be able to access some paths
