With the one megaserver it just spawns a new copy of any given PvE map once the last copy is full and then closes them once the map empties out. Yeah regions can matters a lot more than servers. DE in that case most likely means you joined a german server. If you have the free to play version I'd think about creating a new account. A server change is possible but it's roughly 10-20$ in gems, so not really worth it if you just started out and didn't buy the expansions right away.
